Satellite Affordable Housing Associates (SAHA) is partnering with Interfaith Housing, Inc. (IFH) to develop Pacific Avenue Senior Apartments, an affordable housing community for seniors in Livermore providing up to 140 apartment homes consisting primarily of one-bedroom apartments. This project seeks to transform underutilized land near the Livermore Civic Center into a beautifully landscaped community where residents will enjoy a range of amenities along with a robust selection of on-site services to support aging-in-place and wellness.

Interfaith Housing, a local non-profit that currently provides three affordable senior communities in Livermore, partnered with SAHA to build Pacific Avenue Senior Apartments in 2018 after the Livermore Stockmen’s Rodeo Association approved use of the land for affordable senior housing, with a preference for senior veterans, in return for a dedicated park in the Downtown Plan Area.

The City of Livermore selected SAHA and Interfaith Housing through a competitive RFP process and entered into an Exclusive Negotiating Rights Agreement with us in 2018. Over the course of the next two years, the Livermore City Council approved a General Plan Amendment and land use designation for the property to allow housing development on the site.

Currently SAHA and Interfaith Housing are working with Dahlin Group Architects to apply to the City for entitlements to develop senior apartments on the land.

Design Concept

The project site on Pacific Avenue is zoned to allow 140 apartment homes with building heights ranging from two to four stories. Architecturally, our goal is to achieve a design that is compatible with existing Livermore building styles, reflecting the City’s roots as a ranching and agricultural community. Toward that end, we are proposing traditional materials and detailing such as board-and-batten siding, pitched roofs, and generous eaves.  In addition, the buildings will “step down” to break up the roof heights and increase the sense of openness.

Key Amenities

At the Pacific Avenue site, we envision a vibrant, affordable community for seniors in a village-like setting. Residents will have access to nearby neighborhood amenities, such as the Livermore Public Library, as well as on-site amenities and services carefully designed to encourage wellness and engagement in community life.  Residents will have access to long-term and secure bicycle parking, and easy access to the Arroyo Bike Trail. Our onsite service coordinators facilitate friendships and informal networks of support that combat isolation and depression, and offer on-site programs that promote staying active and healthy.

    Development Phasing

    At this time, it is anticipated that the development will be constructed in two phases. Phase I can accommodate approximately 79 affordable homes. Phase II will add approximately 61 apartment homes. All of the parking for both phases will likely be constructed in Phase I and ultimately shared between the buildings.

    Each phase will have amenities for residents including community rooms, indoor bicycle storage, community vegetable and flower gardens, on-site laundry, elevator service, and off-street parking.

    Although the site will be developed in phases, when complete the buildings will feel like one seamless community joined by central gardens, open space, and walking paths.

    Parking for the development is proposed in two primary locations: a larger surface parking area at the southern portion of the site and a second, smaller parking area near the entrance of the Phase II building.  For reasons of construction and fire safety access, both parking areas (totaling 89 spaces) will likely be constructed as part of Phase I and ultimately will be shared between the two phases.   

    Units and Residents

    Pacific Avenue Senior Apartments will be affordable to senior households earning between 20% to 60% of Area Median Income (AMI) for Alameda County. In addition, a portion of the units will be set-aside for veterans as well as seniors who have experienced homelessness. The tables below illustrate eligible incomes and projected rents based on 2024 levels.

    For reference, 100% AMI for a 2-person household in Alameda County in 2024 is $124,600.

    Timeline

    SAHA and IFH are currently working with our design team to submit a planning application to the City for project approvals. The schedule below is a general timetable for the development of Phase I of the development:

    • Development Agreement with City of Livermore: September 2021

    • Project Entitlements Approved: November 2021

    • Apply for Public Funding to Construct Phase I: 2021 to 2024

    • Estimated Construction Start on Phase I: Spring 2025

    • Estimate for Opening Applications: Summer 2026

    • Estimated Completion & Ready to Move-In: Fall 2026

    The schedule for Phase II of the development is to-be-determined. Most likely, Phase II will not begin construction until Phase I is completed.
